The Global Ministries department of the C&MA in Canada is guided by what is known as the Global Ministries Masterplan, a document that presents in broad strokes the purpose, core values and objectives that give direction to our worldwide work until 2010. A summary of this strategic document follows:
Purpose:
To glorify God by developing indigenous movements of reproducing churches among the least-reached people groups.
 
Global Ministries Core Values: (In alignment with denominational core values)
 
Glorifying God: We love Him wholeheartedly and passionately seek to complete the work He has given us to do. (John 17:4, John 20:21b)  
1. We are motivated by the glory of God. It is the driving force of our mission.
2. We understand the passion of God is that His Kingdom be established in every “ethne.” Through this He is glorified.

Scripture: We embrace the absolute authority of all Scripture in everything it addresses and in all that it teaches. (2 Timothy 3:16, 17; 2 Peter 1:20-21)
3. We believe that scripture describes unredeemed people as lost. This lostness motivates us to proclaim the gospel to those who have not yet heard.
4. We believe that an eternal hell awaits those who remain outside of God’s redeeming grace in Christ Jesus. Therefore, we do all in our power to persuade people to believe and obey Jesus Christ.
 
Christ-centred Life: We lead believers into the fullness of the Spirit, encouraging them to trust the all-sufficient Christ for healing and power to live a holy life of service. (Acts 1:8; Isaiah 53:4,5; Romans 8:11; 12:1,2; Colossians 21:27.) 
5. The Holy Spirit’s anointing is the only source of power for effective missionary ministry.
6. Through the lives of redeemed people the good news of Christ’s Kingdom will impact a community socially, physically, spiritually and intellectually.
 
Churches: We do everything possible to equip and plant healthy local churches which are God’s instrument for reaching His world. (Matthew 16:18, Ephesians 5:27)
7. We are committed to strategies that initiate movements that multiply the numbers of local churches within a cultural milieu.
 
Responsible Evangelism: We love lost people, lead them to Christ, and disciple them to maturity. (Matthew 28:19-20; John 14:6; Ephesians 4:12-14; 2 Corinthians 5:14)

Missions: We prioritize the evangelization of the least reached people groups expediting the return of Christ. (Matthew 24:14; Romans 15:20a; Luke 19:10)

Prayer: We do nothing until we pray. (Ephesians 6:18-20; John 5:17; Philippians 4:6) 
8. The work of mission is born in prayer, sustained in prayer and completed in prayer.

Lifestyle:
9. We believe that suffering, self-denial and sacrifice are to be expected in the advance of Christ’s Kingdom.
10. We believe that missionaries must demonstrate the attitude of servant leadership (godly, consultative, pastoral, visionary, empowering and culturally sensitive).
11. We believe that an obedient, submissive and humble attitude is essential to the harmonious work of advancing Christ’s Kingdom.
 
Administration:  
12. We believe that input, feedback and evaluation are necessary in the decision-making process.
13. We believe that individuals and teams are developed under God and by godly coach-mentors.
14. We believe that the efficient use of human and financial resources should characterize our mission efforts.
 
Strategy:  
15. We seek to be non-sectarian developing strategic partnerships with those of like-minded message, mission, passion and purpose.
16. We believe it is important to take time to master the language of the people group we seek to reach and to understand their culture in order to plant Christ’s church with an emic approach to its context.
 
Our People:
17. We believe that missionaries must view the cultivation of their personal walk with Christ to be of utmost priority.
18. Our greatest resource is our people, whom we seek to develop and care for with consideration of their giftedness, uniqueness and call.
